General Definition of Work
Performs intermediate skilled trades work planning, coordinating, supervising and participating in the construction, maintenance and repair of parks and recreation facilities, equipment, buildings and grounds, supervising recreation programs, preparing and maintaining appropriate records, and related work as apparent or assigned. Work is performed under the limited supervision of the Parks and Recreation Program Director. Limited supervision is exercised over part-time/seasonal staff.

Essential Functions
Plans, organizes, directs and inspects the work of crews engaged in the regular maintenance of parks and grounds areas, facilities and equipment.
Inspects areas and facilities for conformance to maintenance and safety standards.
Performs general building maintenance and repair tasks including roofs, windows, plumbing, electrical and carpentry work.
Supervises the work of grounds crews and trains new employees in landscaping, planting, spraying, pruning and propagation of plants.
Supervises and promotes athletic or sport activities for various age groups.
Responds to citizen inquiries on division activities or need for services.
Knowledge, Skills and Abilities
Thorough knowledge of the principles, practices, equipment, tools and materials used in park maintenance and construction; thorough knowledge of general building, equipment, repair and maintenance; thorough knowledge of forestry, landscaping, and horticulture as applied to parks and grounds areas; thorough knowledge of the grasses, flowers, shrubs and trees grown in the area, their planting time and their soil requirements; thorough knowledge of hazards and necessary safety precautions involved in construction work; ability to plan and supervise the work of subordinates; ability to prepare reports; ability to establish and maintain effective working relationships with others; ability to prepare reports and maintain records.
Education and Experience
High school diploma or GED and considerable experience in the area of park or turf and facility maintenance, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 25 pounds of force and frequent exertion of up to 50 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting and occasionally requires climbing or balancing and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires visual inspection involving small defects and/or small parts, using measuring devices, operating machines and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to vibration and occasionally requires working in high, precarious places, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of North Carolina pesticide applicator license within six months of employment.
Valid driver's license in the State of North Carolina.

GENERAL DEFINITION OF WORK
Performs intermediate skilled technical work receiving, processing and issuing land use, building and other construction permits, serving as floodplain administrator, enforcing ordinances, conducting special studies, researching complex planning problems, preparing and maintaining associated records and files, and related work as apparent or assigned. Work is performed under the moderate supervision of the Planning and Community Development Director.
DISTINGUISHING CHARACTERISTICS & QUALIFICATION REQUIREMENTS
Planner I is the trainee level for the professional planner series. Incumbents initially work under general supervision and as experience is gained they perform a broader range of duties and are expected to advance to the Planner II level within one year.

ESSENTIAL FUNCTIONS
Serves as technical support to the Board of Commissioners, Planning Board and Board of Adjustment on planning, zoning and related matters.
Provides advice to Planning and Development Director, County Manager, Board of Commissioners and various appointed committees on planning issues
Confers with engineers, developers, architects, citizens and a variety of agencies on planning and zoning issues.
Conducts special studies; researches complex planning problems
Prepares a variety of comprehensive reports
Conducts presentations on planning matters to civic groups and residents.
Assists homeowners, developers, realtors, insurance companies, surveyors, contractors and others with understanding the permitting, zoning process and floodplain administration
Assists public with information on matters relating to zoning and land use
Processes applications by interpreting and applying regulations
Reviews plans and applications for land use development permits; applies local and state laws
Performs field inspections in to insure compliance with land use codes, floodplain ordinance, approved plans and
related issues
Reviews and drafts ordinances and policy statements and UDO amendments for review and approval. Serves as floodplain administrator
Processes, enforces and approves floodplain development permits
Confers with FEMA and North Carolina Division of Emergency Management on floodplain issues
Reviews elevation certificates ensuring structure complies with floodplain codes
Enforces land use ordinances
Inspects and takes appropriate actions on violations
Prepares and maintains records of complaints and investigative reports
Assists violator on remediation on noncompliance of codes.
Requires attendance at night public meetings.
Other functions as assigned.

EMPLOYMENT STANDARDS - Knowledge, Skills and Abilities
General knowledge of planning principles and practices, flood control ordinances, land use ordinances, and related development issues of the County
General knowledge of the use of modern personal computing systems including spreadsheets, and word processing applications including input, retrieval and analyzing data.
Ability to communicate effectively in oral and written forms; to interpret planning, zoning and building inspection policies to officials and the general public
Ability to analyze and systematically compile technical and statistical information, and to prepare technical reports

Human Resources/ Risk Management Specialist
Open until filled. Starting Salary: $ 42,493; 1st review will be November 20, 2019. Criminal History, Driving Record and Drug Screening required prior to hire. (County will pay for these). Must fill out a Camden County Employment Application.

Knowledge, Skills and Abilities
Thorough knowledge of the philosophies, principles and practices of public personnel administration, including testing and selection, wage and salary, training, employee relations, benefits and unemployment insurance program; thorough knowledge of local government organization and administration; ; ability to present facts and recommendations effectively both orally and in writing; ability to analyze facts and prepare detailed recommendations and reports; ability to establish and maintain effective working relationships with county officials, elected officials, departmental, venders, associates, and the general pubic.
Education and Experience
Bachelor's degree in human resource management, or related field and considerable experience in government operations and practices as well as knowledge of human resource management procedures, or equivalent combination of education and experience.
