I. Primary Purpose of the Position
The primary purpose of this position is to perform duties related to the Eligibility and Enrollment of applicants and/or current clients for programs such as Medicaid, Food and Nutrition Services, Work First Family Assistance, Subsidized Child Care Assistance, and various Adult Medicaid programs. There may be a primary program designation, however, all workers are cross-trained in all programs. Work at this level includes such tasks as the interviewing of clients to obtain required information, completing initial applications, verifying the information obtained, determining eligibility, or completing scheduled program reviews. Employees must explain program(s) requirements and options and advise or refer clients to other program services as appropriate. Employees will report to the Income Maintenance Supervisor.
II. Duties and Responsibilities
This job involves constant contact with the public. Examples of duties performed in this position would be:
Cases are reviewed by the Supervisor and/or Director as to overall compliance. The individual in this position is required to meet state deadlines for completing applications, reviews, and changes that occur in a case. Agency deadlines include completing and submitting day sheets, time sheets, and expense vouchers to the supervisor at the end of each week or as designated by the Director.
III. Hours of Work
The work hours for this position are from 8:00 a.m. until 5:00 p.m. Monday through Friday with an hour for lunch each day. There are occasions when the IMC should be required to work outside of these hours, for example, to work overtime in order to complete the daily activities of the job. In addition, staff will be required to work in shelters when the agency is called upon in times of disaster relief or emergency.
IV. Knowledge, Skills/Abilities, Education, and Experience Requirements
This worker must have considerable knowledge of the program/area(s) of assignment and general knowledge of all agency and community programs and services that could affect the client/applicant. The employee in this position needs good mathematical reasoning and computational skills and an ability to read, analyze and interpret rules, regulations, and procedures. This worker must have the ability to communicate with clients/applicants, the public at large, and public officials to obtain data and to explain and interpret rules, regulations, and procedures. This person also needs to have the ability to instruct and to evaluate the work of lower-level employees and to perform caseworker functions within structured time frames.
V. Minimum Training and Experience Needed
One year of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience. However, to qualify as an Income Maintenance Caseworker II, the applicant must have at least one year of experience as an Income Maintenance Caseworker I. At a minimum, a High School Diploma or GED is required to be considered for employment.

DUTIES AND RESPONSIBILITIES:
This position is an entry-level social work position. Primary responsibilities will be to provide generalist social work services across a variety of programs including Work First Employment Services, Adult Services, Child Welfare, and the Energy Programs.
This position will be responsible for taking Child and Adult Protective Services reports of alleged abuse, neglect, and dependency as a backup when needed.
This position will also take and process Crisis Intervention Program Assistance and Low-Income Energy Assistance Applications and Emergency Assistance for persons experiencing difficulty with their heating/cooling and other related crisis events.
This position is required to be on-call at least one week each month or more often as vacancies, and/or absences dictate to respond to after-hours protective services reports or other emergencies. This position also includes mandatory work as needed in emergency shelters in the event of a natural or man-made disaster.
Computer proficiency is required. A valid driver’s license and a vehicle for use at work are also required. Some situations may require the employee to work overtime hours. The work schedule is normally 8:00 a.m. to 5:00 p.m. from Monday through Friday with the exception of on-call duties.
MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree from an accredited school of social work and one year of social work or directly related experience, or a Bachelor’s degree in a human services field from an accredited college or university, including at least 15 semester hours in courses related to social work or counseling and one year directly related experience; or Bachelor’s degree from an accredited college or university and two years of directly related experience. (Directly related experience is defined as Human Services experience in the area of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy, and treatment planning).

Building Codes Inspector II: Standard level 2 certification in at least 2 areas with a probationary level 2 in the remaining areas. Level II course is for individuals who have the responsibility of inspecting one-story buildings up to 60,000 square feet or buildings up to 4 stories at 20,000 square feet per floor.
Building Codes Inspector III: Standard level 3 certification in at least 2 areas with a probationary level 3 in the remaining areas. Level III course is designed for individuals who have the responsibility of inspecting buildings of all sizes, including buildings larger than 60,000 square feet and higher than four stories.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including architectural, construction, electrical, plumbing, engineering, and mechanical terminology.

Performs field inspections and reinspection of residential, commercial, industrial, and public facilities for compliance with building, plumbing, electrical or mechanical codes. Inspects existing buildings for hazardous conditions, structural failures, or improper uses. Confers with contractors and owners on code compliance matters. Review building plans and specifications for compliance with codes. Issues warnings and stop-work orders if necessary where construction is not being conducted in compliance with regulations as to methods and/or materials; testifies in court on code violation cases. Prepares reports and maintains records regarding inspections. Receives complaints regarding defective construction and handles enforcement problems. Answers questions from private citizens, contractors, and builders; does basic plan checking to determine compliance with codes.
Knowledge, Skills, and Abilities:
General knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected; general knowledge of State building and related codes and laws and ordinances; ability to detect poor electrical workmanship, inferior materials, and hazards of fire and collapse; ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in the process; ability to contact building owners, contractors and the public and effect satisfactory working relationships; firmness and tact in enforcing building codes; ability to establish and maintain effective working relationships with associates.
