Income Maintenance Caseworker II - Adult Medicaid

I.  Primary Purpose of the Position

The primary purpose of this position is to perform duties related to the Eligibility and Enrollment of applicants and/or current beneficiaries for the Adult Medicaid Program.  This position will primarily be responsible for working with the Adult Medicaid program, but will also acquire general knowledge of all programs offered through this agency.  Work at this level includes such tasks as the interviewing of clients to obtain required information, completing initial applications, verifying the information obtained, determining eligibility or completing scheduled program reviews. Employees must explain program(s) requirements and options and advise or refer clients to other program services as appropriate. Employees will report to the Income Maintenance Supervisor.

 

II.  Duties and Responsibilities

This job involves constant contact with the public. Examples of duties performed in this position would be:

  1.      Displaying a positive and professional attitude with clients, other staff and providers;
  2.      Interviewing clients;
  3.      Computing budgets to determine eligibility for assistance;
  4.      Verifying factors that relate to ongoing eligibility such as income, residence, ownership of property, etc.;
  5.      Explaining the program to applicants and to the public;
  6.      Maintaining an ongoing caseload of the identified primary program as designated by the Supervisor;
  7.      Maintaining statistical information, computer generated forms, and general case management.

Cases are reviewed by the Supervisor and/or Director as to overall compliance. The individual in this position is required to meet state deadlines for completing applications, reviews and changes that occur in a case. Agency deadlines include completing and submitting day sheets, time sheets, and expense vouchers to the supervisor at the end of each week or as designated by the Director.

 

III.  Hours of Work

The work hours for this position are from 8:00 a.m. until 5:00 p.m. Monday through Friday with an hour for lunch each day. There are occasions when the IMC should be required to work outside of these hours, for example, to work overtime in order to complete the daily activities of the job. In addition, staff will be required to work in shelters when the agency is called upon in times of disaster relief or emergency.

 

IV.  Knowledge, Skills/Abilities, Education and Experience Requirements

This worker must have considerable knowledge of the program/area(s) of assignment and general knowledge of all agency and community programs and services that could affect the client/applicant. The employee in this position needs good mathematical reasoning and computational skills and an ability to read, analyze and interpret rules, regulations and procedures. This worker must have the ability to communicate with clients/applicants, the public at large and public officials to obtain data, and to explain and interpret rules, regulations and procedures. This person also needs to have an ability to instruct and to evaluate the work of lower-level employees and to perform caseworker functions within structured time frames.

 

V.  Minimum Training and Experience Needed

To qualify as an Income Maintenance Caseworker II, the applicant MUST have at least one year of experience as an Income Maintenance Caseworker I. Applications will be considered for Income Maintenance Caseworkers I should fully qualified applicants not be available. Minimum requirements for consideration as an Income Maintenance Caseworker I include: 1) Graduation from a four year college/university, or 2)graduation from an accredited associate degree program in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum; or 3) graduation from high school and two years of paraprofessional, clerical, or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and/or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or 4) graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, the gathering and compiling of data, the analysis of data and/or the performance of mathematical or legal tasks; or an equivalent combination of training and experience.

INCOME MAINTENANCE CASEWORKER III, LEAD WORKER

I.  PRIMARY PURPOSE OF POSITION:

This position is primarily responsible for taking and processing applications & recertifications for Income Maintenance programs with a primary focus on the Family & Children’s Medicaid program & the Work First Family Assistance program.  Position may provide backup to the Food Assistance & Adult Medicaid units as needed.

 

II.   DUTIES AND RESPONSIBILITIES SPECIFICALLY RELATED TO LEAD WORKER

  1. IMC III Worker:
    1. The IMC III worker maintains a caseload of recipients for Family and Children’s Medicaid & Work First Family Assistance;
    2. The IMC III will participate in all activities that are needed to determine initial eligibility and ongoing eligibility of the clients to receive benefits;
    3. The IMC III worker will be responsible for managing any cases that include relatives of employees of the agency receiving benefits as well as relatives of County Commissioners, the County Administrative staff, and Department Heads;
    4. The IMC III worker will provide training and support to lower-level Income Maintenance Caseworkers as needed

 

  1. Assist Supervisor as needed, including:
    1. Being available to provide case assistance for workers when the Supervisor is absent or unavailable;
    2. Provide assistance for program monitoring, specifically in the area of Quality Assurance and preparation of cases for review;
    3. Monitor incoming applications & recertifications in order to distribute work accordingly when the Supervisor is absent or unavailable

 

III.  OTHER DUTIES:

  1. Position will do intake interviews and related paperwork, process applications and perform ongoing income maintenance on cases in all the aforementioned programs.
  2. Position will use resources such as the Clerk of Court, Register of Deeds, Tax Office, Social Security Administration, Veterans Administration, North Carolina Computer systems as an aid in determining eligibility for initial and ongoing benefits.
  3. Position will perform general office work such as answering telephone, typing filing, computer inquiries, etc.
  4. Position will use required policy/data entry manuals as guides when determining past and present eligibility for all aid/program categories.

 

IV.  OTHER WORK CHARACTERISTICS:

  1. Position must be very exact in collecting information and in documentation.  Position must be alert to body language, attitude, and surroundings at all times during the interviewing process to ensure personal safety.
  2. Position must also exercise good judgment in safeguarding self. Caution has to be taken while working in the field and when dealing with hostile persons.
  3. Work hours are from 8:00 a.m. to 5:00, Monday through Friday, with a one-hour lunch break daily. Occasional after-hours work is required in order to make contacts that cannot be made during regular work hours or to complete required intake interviews.
  4. Position will use a calculator, photocopier, computer, shredder, telephone and fax machine.
  5. Position should always realize that decisions made impact the well-being of the clients who are the recipients of program benefits.
  6. Good visual attention is needed in every phase of the job since reading; writing and using machines are part of the job requirements. Intense mental concentration is required as employees are frequently subject to working with heavy caseloads, exacting time frames, and very complex subject matter.
  7. The position will be required to have a knowledge of conflict resolution when dealing with irate or agitated clients.
  8. Position may also be required to assume other miscellaneous responsibilities as indicated by the supervisor and agency director. The position will perform duties as assigned by the county manager or his designees during a state of emergency or other disaster.

 

V.  SPECIFIC TRAINING AND EXPERIENCE FOR THIS POSITION

Skills, Abilities, and Knowledge Required:

  1. Oral communication skills will be used during interviews, to elicit information and to explain complex programs and policies in easily understandable terms.
  2. Thorough knowledge of the principles and practices of public social service organizations; thorough knowledge of the rules and regulations governing the processing and/or review of applications for income maintenance programs; thorough knowledge in the use of standard office equipment and associated software (e.g. NC FAST, NC TRACKS, EIS, EBT Edge, OVS); general knowledge in preparing reports and other types of correspondence; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to communicate ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios, and percentages; ability to work well in stressful situations; ability to establish and maintain effective working relationships with clients, associates and the general public.
  3. Judgment skills will be used for interpreting complex policy, making decisions, consulting with supervisor and state support staff. These skills will be based on knowledge and understanding of federal and state policies and procedures, and experience in applying them. 
  4. Personal skills will be used to facilitate working relationships with clients, co-workers, etc. Must have the ability to function in stressful situations.  Must always be tactful and courteous and have the ability to make clients and other contacts feel comfortable by setting up an atmosphere of mutual trust and respect.
  5. Reasoning skills will be used to follow directions and procedures, to arrive at logical conclusions, and objectively analyze the facts.
  6. Writing skills – must have the ability to write legibly, using correctness in grammatical construction and using terminology that is easily understood. This skill is used to document case activity and records, in preparing appeal hearings and fraud investigations, etc.
  7. Must have thorough knowledge and training in all Department of Social Services program areas.
  8. Organizational skills: Due to the multi-functional tasks expected of this position, the skill of organizing work priorities is very important for keeping up with the responsibilities.  Must maintain organized case records, appointment calendar, referral files, and deal with mail, forms, and paperwork on a constant basis. 
  9. Mathematical skills: Must be able to accurately calculate countable income, work expenses, cash value of assets, and amounts of assistance.
  10. And, all other duties as assigned.

 

Education and Experience:

A minimum of 2 years’ experience as an Income Maintenance Caseworker II.
