FINANCE OFFICER

Camden County (10,242, Census 2016) is located in northeast North Carolina adjacent to the Hampton Roads, Elizabeth City, and Outer Banks regions.  

The Finance Officer, under the direction of the County Manager, is responsible for performing complex professional work in planning, organizing, and directing the financial activities of the County. This is an appointed position and works at the pleasure of the board. This position is exempt from the overtime provisions of the Fair Labor Standards Act.

Essential Functions / Tasks

Work involves supervision of the budget, purchasing, accounting, collections, billing, cash investments and payroll operations. Other related work will include coordinating and supervising the operations of the department, handling personnel and public information matters, ensuring all regulations and procedures related to accounting matters are followed, maintaining appropriate records and files, and administering the systems and processes for the receiving, disbursing, and accounting of revenues for the County. General Knowledge of Accounting/Financial systems (Munis preferred).

Assists the County Manager with a variety of tasks in the development of the Annual General Operating and Capital Improvement Budgets to include reviews of departmental budget requests for accuracy and justification of resource allocation and expenditures; assists the County Manager in preparation and presentation of annual budget.  Prepares budget amendments when necessary.

Supervises and / or participates in posting and balancing of County ledgers, preparing payroll and related records, maintaining purchasing records, manages grants and disbursement of funds.

Submits to the County Manager and County Commissioners period statements of the financial condition of the County to keep them properly informed as to the financial health of the County. Attends meetings with the County Commissioners and provides information as requested.

Assists the auditors during the annual audit of the County financial records and responds to findings in order to improve financial systems.

Knowledge, Skills, And Abilities (KSA’s)

Must possess a comprehensive knowledge of general laws and administrative policies governing financial practices and procedures; a thorough knowledge of the principles and practices of accounting and budgeting in local government; a thorough knowledge of the principles and practices of local government purchasing system and employee and general liability insurance administration; a thorough knowledge of the practices, methods and laws relating to local government bond financing; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to conduct long range planning; ability to establish and maintain effective working relationships with other department heads and governmental officials.

Minimum Education and Experience

Bachelor's Degree in accounting, or related field with a minimum of 24 hours of accounting credits, with 5 years of experience in public accounting/finance preferably in the state of North Carolina, or equivalent combination of education and experience. CPA or North Carolina Local Government Finance Officer (NCLGFO) certification is preferred. Salary is DOQ. Requested salary range should be included with the resume and/or cover letter.
