General Definition of Work

Performs intermediate skilled trades work planning, scheduling and implementing grounds maintenance and landscaping programs, operating equipment, maintaining records, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Public Works Manager.  Continuous supervision is exercised over Custodians and Property Maintenance Workers.

Essential Functions

Plans, schedules and supervises the maintenance and upkeep of the buildings, grounds and facilities; supervises maintenance workers engaged in repair, maintenance, cleaning of equipment, buildings and grounds.

Plans, supervises and participates in building cleaning and maintenance work including painting, plumbing, carpentry, HVAC and electrical work.

Plans and supervises the work of housekeepers and property maintenance workers.

Assists in providing cost estimates for repairs, installations and maintenance.

Maintains schedules and work records.

Monitors County recycling centers.

Manages mosquito control program.

Assigns work to and maintains appropriate records for community service workers.

Knowledge, Skills and Abilities

Thorough knowledge of the methods and techniques of building and grounds maintenance and repair; thorough knowledge of the chemicals used in weed and insect control; thorough knowledge of the occupational hazards and safety precautions of the work and related equipment operation; skill in the use of the equipment and tools of the trade; ability to prepare plans and detailed reports; ability to plan and supervise the work of semiskilled workers; ability to establish and maintain effective working relationships with associates, vendors and the general public.

Education and Experience

High school diploma or GED and considerable experience in building and grounds maintenance, or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires walking, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to toxic or caustic chemicals and occasionally requires working in high, precarious places, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

Valid driver's license; Possession of North Carolina pesticide applicator license within six months of employment.

Possession of or ability to obtain valid commercial driver’s license within one year of employment upon request.

**This position may be exposed to blood-borne pathogens & may be required to wear specialized protective equipment.
