Salary: $20.00 Per Hour

General Definition of Work

The primary duties of the Program Administrator are to oversee and manage how the Corona Virus Relief funds are administered and to ensure accurate accounting and transparency.

Essential Job Duties


  • Coordinate and oversee funds made available through State Covid-19 Recovery Fund.
  • Maintain accurate records of all fund transactions keeping in compliance with Covid-19 Recovery Act.
  • Create forms, spreadsheets and reports to track Corona Virus Relief funding activity.
  • Monitor cash loaning and returning programs.
  • Analyze funding issues and suggest corrective actions.
  • Order and accumulate supplies used to help control Covid-19, such as, Personal Protective Equipment (PPE’s), Plexi-Glass Shields, Hand Sanitizer, etc.
  • Evaluate buildings for necessary modification improvements to repurpose for Covid-19 regulations and use.
  • Order technology needed for work at home and field positions.
  • Partner with existing businesses to help promote good working relationships between the business community and the County and increase awareness of programs
  • Work with small businesses and non-profits on grant programs to help re-open businesses.
  • Meet on a regular basis with the County Manager to evaluate progress on program outcomes and objectives, milestones, timelines and budget. Reporting on program performance to executive team and Directors

Thorough knowledge of the philosophies, principles and practices of public personnel administration, including thorough knowledge of local government organization and administration; ability to present facts and recommendations effectively both orally and in writing; ability to analyze facts and prepare detailed recommendations and reports; ability to establish and maintain effective working relationships with county officials, elected officials, departmental, venders, associates, and the general public.


  • Experience working with small businesses and non-profits

  • Experience in grant writing preferred

Education and Experience


High School diploma or GED is required.

Bachelor’s Degree in marketing, business, public administration, or related field is preferred.

Ability to maintain a professional demeanor when dealing with the public and colleagues.


Physical Requirements


This work requires the occasional exertion of up to 10 pounds of force; work occasionally requires standing, walking, sitting, speaking or hearing and using hands to finger, handle or feel; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
