Information for Camden County Residents Running for
a Position on the
Board of Commissioners
Per General Assembly of North Carolina, Session 1977,
Chapter 302, Ratified Bill 849
- The County Commissioner Townships are District 1 (South
Mills), District 2 (Courthouse), District 3 (Shiloh),
and District 4 (At Large).
- The Board of County Commissioners of Camden County consists
of five members. One member is elected from Districts
1, 2, & 3 and two members are elected from District
4, At Large.
- In the 2008 General Election District 1 (South Mills),
District 2 (Courthouse) and One District 4 (At-Large)
members will be elected.
- How do individuals get on the ballot for the primary election? (§163-106,
107, 108)
- Candidates for Camden County Board of Commissioners
must file a notice of candidacy with the Camden County Board of
Elections and pay a forty-eight dollar ($48.00) filing fee, which
is 1% of the annual salary ($4,800 in 2007/2008) of the office
sought, to the Camden County Board of Elections. Notice of candidacy
forms may be obtained at the county board of elections prior to
the date on which candidates may commence filing.
- Candidates must be a registered voter of
the same political party, in which he or she intends to file. An
individual changing party affiliation must do it 90 or more days
prior to the filing date (Nov 14, 2007 would be the deadline to
change affiliation for filing period starting Monday, February
11, 2008).
- All candidates must, at the time of filing
a Notice of Candidacy, file a certificate signed by the chairman
or the director of the county board of elections where they are
registered to vote. The certification shall state the party with
which the person is affiliated, and that the person has not changed
affiliation in the past 90 days.
- A candidate may not file for more than
one office.
- When is the filing period? (§163-106(c))
- Begins – 12:00 Noon – Monday, February 11, 2008.
- Ends – 12:00 Noon – Friday, February 29, 2008.
- When are the elections? (§163-1)
- Primary – Tuesday, May 6, 2008
- Second Primary (if necessary) – Tuesday, June
3, 2008
- General Election – Tuesday, November 4, 2008
- What are the qualifications for County Commissioner in Camden
County?
(NCGA Session 1977, Chapter 302, House Bill 849 & Article VI, NC Constitution)
- Qualified Camden County voter must be at least 21 years of age and a resident of the township.
- Term is four (4) years.
- How are unaffiliated candidates nominated? (§163-122)
- Any qualified voter who seeks to have his/her
name printed on the general election ballot as an unaffiliated
candidate shall file a petition with the Camden County Board of
Elections by 12:00 Noon on the last Friday in June preceding the
general election. For the 2008 election the date would be Friday,
June 27, 2008. The petition must be signed by 4% of the registered
voters in the county (at-large). Verification by the chairman of
the Camden County Board of Elections shall be completed within
two weeks from the date the petitions are presented.
- An individual whose name appeared on the
ballot in a primary election preliminary to the general election
SHALL NOT be eligible to have his/her name placed on the general
election ballot as an unaffiliated candidate for the same office
in that year.
- How can an individual become a write-in candidate? (§163-123)
- An individual seeking to become a write-in
candidate must file, with the Camden County Board of Elections
by noon on the 90th day before the general election (Wednesday,
August 6, 2008) a petition signed by 100 qualified voters. Verification
by the chairman of the Camden County Board of Elections shall be
completed within two weeks from the date the petitions are presented.
- Any qualified voter who seeks to have write-in
votes for him counted in a general election shall file a declaration
of intent. The applicant shall file his declaration of intent at
the same time as his petition./li>
- No person whose name appeared on the ballot
in a primary election preliminary to the general election shall
be eligible to have votes counted for him as a write-in candidate
for the same office in that year.
- What are the Campaign Reporting filing requirements? (§163-278.9)
The Campaign Reporting act requires financial
disclosure of all political activities. The following reports
are due to be filed at the Camden County Board of Elections for
2008 Elections:
- The treasurer of each candidate shall file
with the Camden County Board of Elections under certification of
the treasurer as true and correct to the best knowledge of that
officer the following reports:
- Certification of Financial Account Information
(CRO-3500)
- Statement of Organization – Candidate Committee (CRO-2100)
- Certification of Treasurer (CRO-3100)
- Certification of Threshold, if intent
is to receive or expend less than $3,000
(CRO-3600)
- If the intent is to receive or expend $3,000 or more, there are additional reports to complete.
- These forms are to be filed with the Camden
County Board of Elections and must be postmarked within 10 days
following the date of filing the Notice of Candidacy. If the candidate
receives or spends money prior to filing the Notice of Candidacy,
however, these forms must be postmarked within 10 days of the committee’s
first expense, contribution, or loan.
- The candidate may be the treasurer or may
appoint another person; however, the spouse of the candidate SHALL
NOT be appointed as treasurer. (§163-278.7)
- If the intent to stay within the threshold
changes, or if the $3,000 threshold is exceeded, the treasurer
shall immediately notify the Camden County Board of Elections and
shall be responsible for filing all reports required in §163-278.9
and 163-278.40B, 163-278.40C, 163-278.40D, and 163-278.40E; provided
that any contribution, loan, or expenditure which would have been
required to be reported on an earlier report but for this section
shall be included on the next report required after the intent
changes or the threshold is exceeded.
