Chairman James Burnham called to order a meeting of the Camden County
Planning Board with the following members present:
Chairman James Burnham
Vice-Chairman Rodney Needham
Members Calvin Leary, Juanita Staples, Gladys Banks and Robert Woodrow
Also present were David Parks, Permit Officer, Dan Porter, Planning
Director, Randell Woodruff, County Manager and Melissa Joines, Clerk
to the Board.
The following members were absent: Terri Griffin
Chairman Burnham called for consideration of the agenda. There were
no changes and no motion made.
Chairman Burnham called for consideration of the October 20, 2004
minutes. Woodrow made a motion to approve the minutes. Needham seconded
the motion. The motion passed 6-0.
Chairman Burnham called for comments from the public. Hearing none
he continued with the agenda.
Old Business
Item #1 Proposed Amendment
Dan Porter stated the board discussed the proposed amendment to the
flood ordinance at the last meeting.
The board discussed the 24 inch freeboard difference in residential
development and commercial development and the Base Flood Elevation
in the unnumbered “A” flood zone. The board also discussed allowing
utilities in the 2 foot freeboard area.
After discussion from the board and staff, Chairman Burnham called
for a motion. Woodrow made a motion in the Regulatory Base Flood Elevation
for Residential structures would be to keep the 2 foot freeboard but
to permit utilities within the freeboard. For Commercial structures
would be to eliminate the 2 foot freeboard to allow construction at
base flood elevation. In the Residential unnumbered “A” zones elevation
would be a 4 foot above highest adjacent grade which includes 2 foot
of freeboard. In the Commercial unnumbered “A” zone elevation shall
be 2 feet above highest adjacent grade in areas were no Base Flood
Elevation is established.

Woodrow requested to discuss the articles in the board packet at the
next meeting.
Consideration of Next Meeting Date
The next Planning Board meeting will be held on December 16, 2004
at 5:00 PM. It will be a joint meeting with the Land Use Committee.
