The regular meeting of the Camden County Board of Commissioners was held Monday, August 2, 2004 at 8:00 a.m. in the Senior Center Conference Room, Courthouse Complex.  The following members were present:

 

Vice Chairman Samuel K. Shaw Sr.

Commissioners J.C. Rountree, Melvin Jeralds, and Clayton Riggs

County Manager Randell Woodruff

Clerk to the Board Ava Murgia

 

Chairman Jeffrey B. Jennings was out of town.

 

Vice Chairman Shaw called the meeting to order and invocation was given by Commissioner Riggs.

 

Public Comments

 

Vice Chairman Shaw called for any comments from the public.

 

Hearing no comments from the public, Vice Chairman Shaw proceeded with the meeting.

 

Consideration of Minutes - July 19, 2004 Regular Meeting

 

Commissioner Jeralds made a motion to approve the minutes of the July 19, 2004 regular Board meeting, subject to correction of typographical and technical errors.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

 

Consideration of Agenda 

 

County Manager Randell Woodruff requested the following be added to the agenda:  Item VIII. G. Resolution No. 2004-08-03 A Resolution of the Camden County Board of Commissioners In Support of Hurricane Isabel Emergency Stream Cleanup; and  Item VIII. H. ICPTA Request to Transfer Funds. 

 

Commissioner Rountree made a motion to approve the agenda as amended.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

 

Public Hearing - Coastal Water Access Grant Application for Shiloh Landing  

 

Commissioner Riggs made a motion to go into public hearing to receive comments from the public regarding a Coastal Water Access Grant Application for Shiloh Landing, Shiloh Township.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

 

Vice Chairman Shaw called for any comments from the public.

 

Dave Parks, Permit Technician, received a letter from North Carolina Department of Environment and Natural Resources (DENR) informing that Camden County’s project proposal has been selected for further consideration for funding and requested a full application be submitted for the Shiloh Landing Neighborhood Access project by August 20, 2004.  A submission of a full application does not guarantee that Camden County will be awarded a grant.  This means that the preliminary proposal has merit and more detailed information is required to consider it further.  Notice of the final funding decision will be in early September.  If the project is selected for funding, the county will be awarded a grant for a one (1) year contract period beginning in the fall of 2004.

 

Carolyn Riggs, 157 Milltown Road, thanked the Board for their support and concern during the process of straightening the Shiloh Boat Landing matter and for the Board’s initiative to get grant funds for the Shiloh Landing Neighborhood Access project to improve the property so that many people will be able to enjoy the use of the boat ramp.

 

Hearing no further comments, Commissioner Rountree made a motion to close public hearing regarding a Coastal Water Access Grant Application for Shiloh Landing, Shiloh Township.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

 

Consideration of Coastal Water Access Grant Application for Shiloh Landing  and Resolution No. 2004-08-02 A Resolution of the Camden County Board of Commissioners In Support of CAMA Public Beach and Coastal Water Access Grant Application For Shiloh Landing Neighborhood Access Project  

 

Sean Robey, Hyman and Robey, stated he is working on the grant application and has submitted a pre-application.  Camden has been pre-selected out of forty two (42) pre- applications to submit a final application for the grant. Part of the requirements was to hold a public hearing and submit a resolution from the Board.  Mr. Robey stated that the grant application is in no way a guarantee that the county will receive the grant and there is an in-kind match.  Mr. Robey stated this application is through CAMA, not Wildlife and a public access is being created not a boat ramp.  This grant will allow parking improvements, parking space with a handicap access and a canoe launching facility. Mr. Robey stated that they will be looking for other funding to improve the boat ramp as the funding becomes available.

 

Commissioner Jeralds questioned where did Mr. Robey think the other funds would come from.

 

Mr. Robey stated he did not have a good source at this time.

 

Dave Parks stated he has addressed the concerns of Mr. and Mrs. Ockuly at 103 Beechtree Drive, Shiloh.

 

Commissioner Jeralds made a motion that the application be submitted for the Shiloh Landing Neighborhood Access project by August 20, 2004 and to approve Resolution No. 2004-08-02.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

A RESOLUTION OF THE

CAMDEN COUNTY BOARD OF COMMISSIONERS

IN SUPPORT OF CAMA PUBLIC BEACH AND COASTAL

WATER ACCESS GRANT APPLICATION FOR

SHILOH LANDING NEIGHBORHOOD ACCESS PROJECT

 

      Whereas, during a regular meeting on August 2, 2004 the Camden County Board of Commissioners held a public meeting to take comments on the proposed Shiloh Landing Access Project to be constructed on Milltown Road; and

 

      Whereas, the Board of Commissioners desires to improve public access to its surface waters; and

 

      Whereas, in accordance with its CAMA funded Water Access Plan, Camden County desires to improve access to Shiloh Landing by constructing a pier with steps and canoe launch area.

 

      Whereas, the Board of Commissioners is submitting a grant application to the North Carolina Division of Coastal Management requesting funds in the amount of approximately $24,045.00.

 

     Whereas, Camden County will match the grant with a combination of cash and in-kind services totaling twenty five percent (25%) or approximately $6,012.00.

 

      Therefore, Be It Resolved, that the Camden County Board of Commissioners, after receiving public comments on the proposed improvements to Shiloh Landing supports the CAMA Public Beach and Coastal Water Access Grant and agrees to match the grant with twenty five percent (25%) in cash and in-kind services.

Appointments to Planning Board

 

Commissioner Rountree made a motion to appoint Rodney Needham and Calvin Leary to the Planning Board for a three (3) year term, which expires June 30, 2007.  The motion passed with Vice Chairman Shaw, Commissioners Rountree, Jeralds and Riggs voting aye; no Commissioner voting no; Chairman Jennings absent; and no Commissioner not voting.

 

Code Enforcement Update

 

Dan Porter, Planning Director, provided the Board with current code enforcement reports and code enforcement procedures.

 

Commissioner Jeralds stated that an updated ordinance is needed regarding uncut grass on main thoroughfares that are not within 500’ of residents.

 

Dan Porter suggested that language be added to the existing ordinance to require mowing a strip within 200’ from the right of way and also suggested that this be included in the conditions of approval of any subdivisions.

 

Sheriff’s Office – North Carolina Governor’s Highway Safety Program Grant Third Year Continuation Grant – Personnel/Educational Material Costs – Resolution No. 2004-08-01 Local Governmental Resolution Form GHSP-02-A 

 

Sheriff Perry stated that the North Carolina Governor’s Highway Safety Program Third Year Continuation Grant – Personnel/Educational Material Costs Resolution No. 2004-08-01 Local Governmental Resolution Form GHSP-02-A is a continuation grant that will pay for fifty percent (50%) of the traffic officer’s salary and twenty five percent (25%) of educational materials for fiscal year October 1, 2004 to September 30, 2005.   Major Jon Worthington is filing the application for federal funding in the amount of $22,613.00 and the cash appropriation of $23,613.00 has been budgeted for this grant in the FY2004-05 county budget. Sheriff Perry stated that a resolution is required each year for the continuation of the grant.
