County Manager’s Report
Discussion of Extension of Subdivision Moratorium
County Manager Randell Woodruff reviewed steps that the county has taken
since November 2003 to improve the county’s ability to deal with
growth related issues.
Attorney Morrison stated that since the past subdivision moratoriums,
the legislature has adopted a statute that has preempted common law regarding
subdivision moratoriums. Mr. Morrison explained that before the Board
can establish a subdivision moratorium, the Board must make a finding
of the following: 1. the moratorium must have a clear statement of the
problems or conditions necessitating the moratorium and what courses
of action to be considered; 2. must be a clear statement of the development
subject to the moratorium; 3. must have an expressed date of termination
of the subdivision moratorium; and 4. clear statement of the actions
and the schedule for those actions proposed to be taken by the county.
Hearing no objections, Chairman Jeralds so ordered County Attorney John
S. Morrison to amend the present Ordinance to comply with the recent
legislative statute for review by the Board in the event that the present
subdivision moratorium could possibly be extended.
Final Unification Meeting in High School Cafeteria –April 12,
2006–7:00 p.m.
County Manager Randell Woodruff reminded the Board of the schedule countywide
Unification Meeting to be held in the Camden County High School Cafeteria
