MINUTES
The regular meeting of the Camden County Board of Commissioner was
held Monday, December 5, 2005 in the Camden County Courthouse Courtroom,
Courthouse Complex, at 8:00 a.m. The following members were present:
Chairman Melvin J. Jeralds
Vice Chairman Clayton Riggs
Commissioners Jeffrey B. Jeffrey B. Jennings, Carolyn Riggs and Mike Andrews
Also attending was County Manager Randell Woodruff, Clerk to the Board
Ava Murgia and Attorney Herbert Mullen.
Chairman Melvin Jeralds called the meeting to order. Invocation was
given by Commissioner Carolyn Riggs.
ORGANIZATIONAL MEETING
At this time Chairman Melvin Jeralds turned the Organizational Meeting
over to Ava Murgia, Clerk to the Board, to receive nominations and
elections for the Chairman of the Board, Vice Chairman of the Board,
Clerk to the Board, County Attorney, review bonds and approve the 2006
Commissioners meeting calendar.
Chairman of the Board
Ava Murgia, Clerk to the Board, stated at this time the Board would
entertain nominations for the Chairman of the Board of Commissioners.
Commissioner Jeffrey B. Jennings made a motion to nominate Commissioner
Carolyn Riggs as Chairman of the Board of Commissioners.
The Clerk asked for any further nominations for the Chairman of the
Board of Commissioners.
Commissioner Andrews made a motion to nominate Commissioner Melvin
Jeralds as Chairman of the Board of Commissioners.
There being no further nominations for Chairman, Commissioner Carolyn
Riggs made a motion to close the nominations for Chairman of the Board
of Commissioners. The motion passed with Commissioners Jeffrey B. Jennings,
Melvin Jeralds, Mike Andrews, and Carolyn Riggs voting aye; no Commissioner
voting no; Commissioner Clayton Riggs absent; and no Commissioner not
voting.
The Clerk requested a vote for all in favor of Commissioner Carolyn
Riggs as Chairman of the Board. The nomination for Commissioner Carolyn
Riggs for Chairman of the Board failed with Commissioners Jeffrey B.
Jennings voting aye; Commissioners Melvin Jeralds, Carolyn Riggs and
Mike Andrews voting no; Commissioner Clayton Riggs absent; and no Commissioner
not voting.
The Clerk requested a vote for all in favor of Commissioner Melvin
Jeralds as Chairman of the Board. The nomination for Commissioner Melvin
Jeralds passed with Commissioners Carolyn Riggs, Jeffrey B. Jennings,
Mike Andrews and Melvin Jeralds voting aye; no Commissioner voting
no; Commissioner Clayton Riggs absent; and no Commissioner not voting.
Vice Chairman
The Clerk stated at this time the Board would entertain nominations
for Vice Chairman of the Board of Commissioners.
Commissioner Mike Andrews made a motion to nominate Commissioner Clayton
Riggs as Vice Chairman.
The Clerk asked for any further nominations for Vice Chairman of the
Board of Commissioners.
There being no further nominations for Vice Chairman, Commissioner
Mike Andrews made a motion to close the nominations for Vice Chairman
of the Board of Commissioners. The motion passed with Commissioners
Jeffrey B. Jennings, Melvin Jeralds, Mike Andrews, and Carolyn Riggs
voting aye; no Commissioner voting no; Commissioner Clayton Riggs absent;
and no Commissioner not voting.
The Clerk requested a vote for all in favor of Commissioner Clayton
Riggs as Vice Chairman of the Board. The motion passed with Commissioners
Jeffrey B. Jennings, Melvin Jeralds, Mike Andrews, and Carolyn Riggs
voting aye; no Commissioner voting no; Commissioner Clayton Riggs absent;
and no Commissioner not voting.
County Attorney
The Clerk stated at this time the Board would entertain nominations
for County Attorney.
Commissioner Carolyn Riggs made a motion to nominate John S. Morrison
as County Attorney with the exception that any on-going litigation
the county is already involved in will be handled by Attorney Herbert
Mullen.
The Clerk asked for any further nominations for County Attorney.
There being no further nominations for County Attorney, Commissioner
Mike Andrews made a motion to close the nominations for County Attorney.
The motion passed with Commissioners Jeffrey B. Jennings, Melvin Jeralds,
Mike Andrews, and Carolyn Riggs voting aye; no Commissioner voting
no; Commissioner Clayton Riggs absent; and no Commissioner not voting.
The Clerk requested a vote for all in favor of John S. Morrison as
County Attorney with the exception that any on-going litigation the

At this time the Board thanked Herbert Mullen for his services,
and Mr. Mullen left the meeting. The County Manager was instructed
to notify Attorney John S. Morrison of his appointment as County
Attorney immediately.
Clerk to the Board
The Clerk stated at this time the Board would entertain nominations
for Clerk to the Board.
Commissioner Melvin Jeralds made a motion to nominate Ava Murgia as
Clerk to the Board.
The Clerk asked for any further nominations for Clerk to the Board.
There being no further nominations for Clerk to the Board, Commissioner
Jeffrey B. Jennings made a motion to close the nominations for Clerk
to the Board. The motion passed with Commissioners Jeffrey B. Jennings,
Melvin Jeralds, Mike Andrews, and Carolyn Riggs voting aye; no Commissioner
voting no; Commissioner Clayton Riggs absent; and no Commissioner not
voting.
The Clerk requested a vote for all in favor of Ava Murgia as Clerk
to the Board. The nomination for Ava Murgia as Clerk to the Board passed
with Commissioners Jeffrey B. Jennings, Melvin Jeralds, Mike Andrews,
and Carolyn Riggs voting aye; no Commissioner voting no; Commissioner
Clayton Riggs absent; and no Commissioner not voting.
Vice Chairman Clayton Riggs arrived at 8:08 a.m.
Review Bonds
The Clerk stated the Board is required to review the bonds of the
Sheriff, Register of Deeds, Finance Officer and Tax Administrator.
Commissioner Jeffrey B. Jennings made a motion to approve the bonds
of the Sheriff, Register of Deeds, Finance Officer and Tax Administrator.
The motion passed with Commissioners Jeffrey B. Jennings, Clayton Riggs,
Mike Andrews, Carolyn Riggs, and Chairman Melvin Jeralds voting aye;
no Commissioner voting no; no Commissioner absent; and no Commissioner
not voting.
Camden County Board of Commissioners 2006 Meeting Calendar
Following discussion, Commissioner Clayton Riggs made a motion to
approve the 2006 Board of Commissioners Meeting Calendar with the Board
of Commissioners Retreat date to be discussed and set later in the
meeting. The motion passed with Commissioners Jeffrey B. Jennings,
Clayton Riggs, Mike Andrews, Carolyn Riggs, and Chairman Melvin Jeralds
voting aye; no Commissioner voting no; no Commissioner absent; and
no Commissioner not voting.

Hearing no further business for the Organizational meeting, the Clerk
adjourned the organizational meeting to the regular Board of Commissioners

Camden County Board of Education – Budget
Amendments
In order to obtain further information regarding the budget amendments
submitted by the Board of Education, the matter was delayed until clarification
was received at the Joint Meeting with the Board of Education.
Authorization to Apply for Blue Cross Blue Shield Foundation Fit Together
Grant Application
Planning Director Dan Porter
stated the Blue Cross Blue Shield foundation is sponsoring a “Fit Together” grant
program to improve healthy living in rural North Carolina. The proposed
concept is to
promote healthy living activities and use the Community Park
Project as a key element for community active living. The program
officers
$40,000.00 per year for a three (3) year period for five (5)
successful partnership applicants that develop comprehensive programs
addressing
healthy living through preparation, promotions, programs, policies,
and physical projects. The grant has a 0% match the first year,
25% year two, and 50% year three. In kind services can be used for
the
matching requirements. The partnership includes Camden County
as primary applicant, the Camden School system, Albemarle Regional
Hospital, and
the Northeast Community Development Corporation.
Commissioner Mike Andrews made a motion to authorize application for
the Blue Cross Blue Shield Foundation Fit Together Grant. The motion
passed with Commissioners Jeffrey B. Jennings, Clayton Riggs, Mike
Andrews, and Chairman Melvin Jeralds voting aye; Commissioner Carolyn

County Manager’s Report
Unified Government – County
Manager discussed the proposed ad to be placed in the Virginian Pilot
and Daily Advance regarding the
community meetings to be held in Shiloh Township on Thursday,
January 5, 2006, South Mills on Monday, January 9, 2006 and Courthouse
Township
on Thursday, January 19, 2006.
Commissioner Clayton Riggs made a motion that the referendum on unified
government be held at the next primary election. The motion passed
with Commissioners Jeffrey B. Jennings, Clayton Riggs, Mike Andrews,
Carolyn Riggs, and Chairman Melvin Jeralds voting aye; no Commissioner
voting no; no Commissioner absent; and no Commissioner not voting.
Board of Commissioners
Retreat – Commissioner
Clayton Riggs made a motion to set the Retreat date to Friday, February
10, 2005
at 8:00 a.m. The motion passed with Commissioners Jeffrey B.

Bridge Replacement – Commissioner
Jeffrey B. Jennings made a motion to adopt a resolution to NCDOT
requesting replacement of the
bridge near the Middle School on Scotland Road. The motion passed

Riggs, and Chairman Melvin Jeralds voting aye; no Commissioner
voting
no; no Commissioner absent; and no Commissioner not voting.

RESOLUTION OF THE CAMDEN COUNTY BOARD OF COMMISSIONERS
SUPPORTING THE REPLACEMENT OF THE BRIDGE
LOCATED ON SCOTLAND ROAD, COURTHOUSE TOWNSHIP,
IN CAMDEN COUNTY
WHEREAS, Camden County is experiencing an abundance of residential
growth in the county to the point of being the eighth fastest growing
county in the nation; and
WHEREAS, with this growth school enrollment has increased resulting
in additional traffic to the Camden Middle School located on Scotland
Road in Camden County.
NOW, THEREFORE,
BE IT RESOLVED, that the Camden County Board of Commissioners
requests that the North Carolina Department of Transportation replace
the bridge located at 36.36 latitude and 76.17 longitude on Scotland
Road and respectfully requests that this bridge be added to the list
of bridge replacements for Camden County.

Carolyn Riggs made a motion to form a committee to oversee the construction
of the schools consisting

Closed Session
No closed session was held.
Recess
Chairman Melvin Jeralds recessed the regular meeting at 9:25 a.m.
until the 11:00 a.m. Joint Meeting and lunch with the Board of Education
at the Camden Middle School.

Camden Middle School
The Joint Meeting with the Camden County Board of Education was called
to order by Chairman Jearlds and Chairman Wayne White at 11:00 a.m.
in the Camden Middle School Auditorium.
Commissioners attending were: Chairman Melvin Jeralds, Commissioners
Jeffrey B. Jeffrey B. Jennings, Carolyn Riggs, Clayton Riggs and Mike
Andrews.
Board of Education members attending were: G. Wayne White, Chair,
Chris M. Wilson, Vice-Chair, and members S. Clarence. Jennings, Brenda
Sawyer, and Terri Faison.
Also attending were County Manager Randell Woodruff, Dr. John Dunn,
Clerk Judy Blount, Clerk to the Board Ava Murgia, Ron Melchiorre, and
John Leidy.
Bill and Melinda Gates CamTech Grant
A presentation was made by Ina Lane regarding the CamTech High School
program. The CamTech High School will produce graduates who are prepared
for post-secondary education, employment and citizenship. It will provide
an innovative and alternative option for the students of Camden County,
which will be achieved through rigorous, relevant project-based learning
in a technology-rich environment and through business, civic and educational
partnerships. Camden Education Foundation, local colleges, community
and business leaders and Camden Board of Education have committed to
this project. The target date for CamTech to open is Fall 2006.
Long Range Plan & Temporary
Classrooms
Dr. Dunn stated that every five (5) years the Board of Education is
required by General Statute to submit a long range plan to the State
Board of Education.
Dr. Dunn reviewed the reasons for the need of additional classrooms.
Budget Amendments
Following discussion and clarification from Dr. Dunn regarding the
budget amendments submitted for approval, Commissioner Jeffrey B. Jennings
made a motion to approve the Board of Education budget amendments as
submitted. The motion passed with Commissioners Jeffrey B. Jennings,
Clayton Riggs, Mike Andrews, Carolyn Riggs, and Chairman Melvin Jeralds
voting aye; no Commissioner voting no; no Commissioner absent; and
no Commissioner not voting.
Recess
Chairman Melvin Jeralds recessed the Joint Meeting with the Board
of Education at 1:40 p.m. to return to the courthouse for the regular
meeting of the Board of Commissioners.
Reconvened Meeting of the Camden County Board of Commissioners
Chairman Melvin Jeralds called the regular meeting of the Board of
Commissioners back into session.
Temporary Classrooms
Discussion was held in regard to temporary classrooms and the Board
directed the County Manager to investigate funds available to procure
temporary classrooms.
Adjournment
There being no further business to come before the Commissioners at
this time, Commissioner Jeffrey B. Jennings made a motion to adjourn
the meeting. The motion passed with Chairman Melvin Jeralds, Commissioners
Jeffrey B. Jennings, Clayton Riggs, Carolyn Riggs, and Mike Andrews
