Special Meeting

A special meeting of the Camden County Board of Commissioners was held Monday, May 17, 2004 at 6:00 p.m. in the Senior Center Conference Room, Courthouse Complex.  The following members were present:

 

Vice Chairman Samuel K. Shaw Sr.

Commissioners J.C. Rountree, and Melvin Jeralds

County Manager Randell Woodruff

Clerk to the Board Ava Murgia

 

Chairman Jennings and Commissioner Riggs were absent due to out of town business.

 

Vice Chairman Shaw called the meeting to order and stated the purpose of the meeting was to discuss the proposed NCDOT Secondary Roads Improvement Program for FY2004-05.

Mr. Don Conner, District Engineer, Gretchen Byrum and Anthony Roper were present to answer any questions.

 

Mr. Don Conner reviewed the Camden County FY2004-05 Secondary Road Improvement Program and stated all the roads that could be paved in Camden County, have been paved and the program does not include paving any unpaved roads.

 

Commissioner Rountree inquired regarding Whitehurst Lane.

 

Gretchen Byrum replied it is under contract.

 

Commissioner Rountree told Mr. Conner and his staff that Muddy Road in South Mills Township was dangerous and needs to be paved.  Commissioner Rountree requested NCDOT look into the matter and add Muddy Road to the program for paving.  A petition was given to Mr. Conner from residents that reside on or adjacent to Muddy Road.  Mr. Conner explained the options for securing right of ways.

 

Commissioner Rountree stated the ditches are stopped up all over the county, especially on Keeter Barn Road and need maintenance.

 

Commissioner Jeralds questioned if NCDOT told Mr. and Mrs. William Sawyer when they signed the right of way for McKinley Road that a new ditch would be constructed based on certain requirements.

 

Gretchen Byrum stated probably not when the Sawyers signed the right of way

 

Vice Chairman Shaw asked Mr. Conner to look at the bridge by Shiloh Church on Hawkins Lane -  SR  1111.  Mr. Conner stated they would look into this matter.

 

Commissioner Jeralds asked when the stop light at Country Club Road and US 158 would be installed.

 

Don Conner stated the project is waiting funding through the state spot safety program and is competing on a state wide basis.  Mr. Conner stated since the right of way issues are not resolved, they cannot use the funds from the widening of US 158. 

 

Regarding the widening of US 158, Mr. Conner stated the schedule is US 158 from the Causeway up to Havenwood is right of way starting July 2004 with contract letting July 2006; from Havenwood to Belcross is right of way starting June 2004 with contract letting June 2006.

 

Mr. Conner informed the Board that he would be retiring August 1, 2004 and stated he appreciated the opportunity to work with the Board over the years.  The Board thanked Mr. Conner for all his work for Camden County.

 

Vice Chairman Shaw asked if there were any questions from the public.

 

Hearing no comments from the public, Commissioner Rountree made a motion to accept the NCDOT Secondary Road Improvement Program for FY2004-05 requesting that NCDOT review and resolve the right of way status of Muddy Lane. The motion passed with, Commissioners Shaw, Rountree and Jeralds voting aye, no Commissioner voting no; Chairman Jennings and Commissioner Riggs absent; and no Commissioner not voting.

 

Adjournment

 

There being no further discussion, Commissioner Jeralds made a motion to adjourn the meeting.  The motion passed with, Commissioners Shaw, Rountree and Jeralds voting aye, no Commissioner voting no; Chairman Jennings and Commissioner Riggs absent; and no Commissioner not voting.

 

The meeting adjourned at 6:20 p.m.
