Budget Public Hearing

June 14, 2004

The Public Hearing regarding the FY2004-2005 County Budget was held Monday, June 14, 2004 at 7:00 p.m. in the Camden County Courthouse, Courthouse Complex.  The following members were present:

 

Chairman Jeffrey B. Jennings

Vice Chairman Samuel K. Shaw, Sr.

Commissioners J.C. Rountree, Melvin Jeralds, and Clayton Riggs

County Manager Randell Woodruff

Clerk to the Board Ava Murgia.

 

Commissioner Riggs arrived at 7:25 p.m.

 

Chairman Jennings called the meeting to order and stated the purpose of the meeting was to receive public comments regarding the FY2004-2005 County Budget.

                       

Consideration of Agenda 

 

Commissioner Jeralds made a motion to approve the agenda as presented.  The motion passed with Chairman Jennings, Commissioners Shaw, Rountree and Jeralds voting aye; no Commissioner voting no; Commissioner Riggs absent; and no Commissioner not voting.

 

Public Hearings -  Ordinance No. 2004-06-01 An Ordinance of the Board of County Commissioners of Camden County, NC Relating to the FY 2004- 2005 Budget    

 

Commissioner Rountree made a motion to go into public hearing to receive comments from the public regarding Ordinance No. 2004-06-01.  The motion passed with Chairman Jennings, Commissioners Shaw, Rountree and Jeralds voting aye; no Commissioner voting no; Commissioner Riggs absent; and no Commissioner not voting.

 

Chairman Jennings called for any comments from the public.

 

Bill Norton, 339 Lambs Road, Courthouse Township, owner of Camden Trophy, stated he is yet to have anyone from the Chamber of Commerce contact him since 1998 and the Chamber has done nothing to help area businesses.  In speaking with other business owners in the area, Mr. Norton stated they feel the same way.  Mr. Norton requested the Board remove the Chamber of Commerce from the county budget until they show interest in Camden.

 

Hearing no objections, Chairman Jennings so ordered that the one thousand dollars ($1,000.00) budgeted to the Chamber of Commerce be withheld until matters are discussed with the Chamber of Commerce.

 

There being no further comments from the public, Commissioner Shaw made a motion to close public hearing regarding Ordinance No. 2004-06-01. The motion passed with Chairman Jennings, Commissioners Shaw, Rountree and Jeralds voting aye; no Commissioner voting no; Commissioner Riggs absent; and no Commissioner not voting.

 

Consideration of Resolution No. 2004-06-01 A Resolution of County    Commissioners of Camden County, NC Relating To A Budget for Fiscal Year 2004-2005

 

At the June 7, 2004 Commissioners meeting, draft Resolution No. 2004-06-01 was presented to the Board.  Resolution No. 2004-06-01 needs to be approved as part of the adoption of the FY2004-05 County Budget.

 

Commissioner Rountree made a motion to approve Resolution No. 2004-06-01 as presented.  The motion passed with Chairman Jennings, Commissioners Shaw, Rountree and Jeralds voting aye; no Commissioner voting no; Commissioner Riggs absent; and no Commissioner not voting.

A Resolution of the Board of County Commissioners of Camden County, North Carolina Relating

to a Budget for Fiscal Year 2004‑2005

 

WHEREAS, the Board of County Commissioners desires to establish a detailed fiscal year budget (July 1, 2004 through June 30, 2005) for the County of Camden, North Carolina, and;

 

WHEREAS, the Board of Commissioners is adopting a Budget Ordinance for the July 1, 2004June 30, 2005 fiscal year and said Ordinance incorporates this Resolution into the Ordinance as the budget for Camden County for this period;

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Camden County, North Carolina meeting this 14th day of June, 2004, in Camden, North Carolina, does hereby adopt the attached document entitled “FY2004-2005 Camden County Budget” (that is evidenced by the budget officer’s initials on the bottom of each page of the document) as the fiscal year budget for Camden County for the period beginning July 1, 2004 and ending June 30, 2005, and

 

BE IT FURTHER RESOLVED that any narrative language contained in the attached budget document is subordinate to any language in conflict with the Budget Ordinance in which this Resolution is referenced but that any figures and narrative language contained in the attached budget document is otherwise binding, and

 

BE IT FURTHER RESOLVED that a copy of this resolution, without the attachment shall be recorded in the minutes of the Board of Commissioners but that the original version of the attached “FY2004-2005 Camden County Budget” with the Budget Officer’s initials on each page shall be kept on file in the office of the Clerk to the Board of County Commissioners.

Consideration Resolution No. 2004-06-02 A Resolution of the Camden County Board of Commissioners Establishing Salaries and Compensation for Various Boards and Commissions for Fiscal Year 2004-2005 

 

At the June 7, 2004 Commissioners meeting, draft Resolution No. 2004-06-02 was presented to the Board.  Resolution No. 2004-06-02 needs to be approved as part of  the adoption of the FY2004-05 County Budget.

SALARIES AND COMPENSATION FOR VARIOUS BOARDS AND

COMMISSIONS FOR FISCAL YEAR 2004-2005

 

 

Whereas, the Camden County Board of Commissioners desires to provide reasonable compensation for service on various boards and commissions of the County;

 

Now, Therefore, Be It Resolved that the Camden County Board of Commissioners meeting this 14th day of June, 2004 in Camden Village, Camden County, North Carolina does hereby establish the following salaries and compensation for the stated boards and commissions  for the period beginning  July 1, 2004 and  ending  June 30, 2005 (FY2004-2005),

 

Section 1:                              BOARD OF ELECTIONS

 

Chairman                               Meeting compensation $35.  For meeting with Board $45 per day.  For election day, canvass day, and instruction day $ .375 per mile.

 

Board Members                    Meeting compensation $30 per meeting.  $35 per day on election day and canvass day.  $ .375 per mile for travel.
