MINUTES

 

A special meeting of the Camden County Board of Commissioners was held Monday, August 11, 2003 at 8:00 A.M. in the County Manager’s Conference Room, Courthouse Complex, Camden.  The following members were present:

 

Chairman Jeff Jennings

Vice Chairman Sam Shaw

Commissioners Melvin Jeralds, Clayton Riggs and J.C. Rountree

Ava Murgia, Clerk to the Board

 

Chairman Jennings called the meeting to order and stated that the purpose of the special meeting was to conduct interviews for the position of County Manager.

 

Consideration of Agenda

 

Commissioner Jeralds made a motion to approve the agenda as submitted. The motion passed with Commissioners Jeralds, Rountree, Shaw, Riggs and Chairman Jennings voting aye; no Commissioners voting no; no Commissioner absent; and no Commissioner not voting. 

 

CLOSED SESSION

 

Commissioner Riggs made a motion to go into closed session pursuant to G.S. 143-318.11(a)(6) for the purpose of discussing personnel.  The motion passed with Commissioners Jeralds, Rountree, Shaw, Riggs and Chairman Jennings voting aye; no Commissioners voting no; no Commissioner absent; and no Commissioner not voting.  The Commissioners entered closed session at 8:05 A.M.

 

At this time the Clerk was excused from the meeting by the Chairman and was called to return before the Board entered regular session.

 

Commissioner Rountree made a motion to come out of closed session and back into regular session.  The motion passed with Commissioners Jeralds, Rountree, Shaw, Riggs and Chairman Jennings voting aye; no Commissioners voting no; no Commissioner absent; and no Commissioner not voting.    The Commissioners entered regular session at 10:50  A.M.

 

Commissioner Riggs made a motion for Chairman Jennings to meet with the prospective County Manager applicant to make an offer of employment and to negotiate an employment package.  The motion passed with Commissioners Jeralds, Rountree, Shaw, Riggs and Chairman Jennings voting aye; no Commissioners voting no; no Commissioner absent; and no Commissioner not voting. 

 

RECESS

 

There being no further items to come before the Commissioners at this time, Commissioner Shaw made a motion to recess the meeting until Tuesday, August 19, 2003 at 10:30 A.M.  The motion passed with Commissioners Jeralds, Rountree, Shaw, Riggs and Chairman Jennings voting aye; no Commissioners voting no; no Commissioner absent; and no Commissioner not voting. 

 

The meeting recessed at 11:58 A.M. 

 

 

Tuesday, August 19, 2003 – 10:30 A.M. – Recessed Meeting

 

The special meeting, called on August 11, 2003, of the Camden County Board of Commissioners reconvened on Tuesday, August 19, 2003 at 10:30 A.M. in the County Manager’s Conference Room, Courthouse Complex, Camden.  The following members and staff were present:

 

Chairman Jeff Jennings

Vice Chairman Sam Shaw

Commissioners Melvin Jeralds, and J.C. Rountree

Mary Rhodes, Interim County Manager

Ava Murgia, Clerk to the Board

 

Commissioner Riggs was absent.

 

Chairman Jennings called the meeting to order and stated that the purpose of the special meeting was to reconvene the August 11, 2003 meeting.

 

CLOSED SESSION

 

Commissioner Rountree made a motion to go into closed session pursuant to G.S. 143-318.11(a)(6) for the purpose of discussing personnel.  The motion passed with Commissioners Jeralds, Rountree, Shaw, and Chairman Jennings voting aye; no Commissioners voting no; Commissioner Riggs absent; and no Commissioner not voting.  The Commissioners entered closed session at 10:35 A.M.

 

Commissioner Jeralds made a motion to come out of closed session and back into regular session.  The motion passed with Commissioners Jeralds, Rountree, Shaw, and Chairman Jennings voting aye; no Commissioners voting no; Commissioner Riggs absent; and no Commissioner not voting.  The Commissioners entered regular session at 11:15 A.M.

 

Clerk to the Board

 

Chairman Jennings stated that with the extra duties given the Clerk, that the Board considers a pay increase/reclassification before the September 2 Commissioners regular meeting.

 

RECESS

 

There being no further items to come before the Commissioners at this time, Commissioner Shaw made a motion to recess the meeting until Thursday, August 21, 2003 at 9:40 A.M.  The motion passed with Commissioners Jeralds, Rountree, Shaw, and Chairman Jennings voting aye; no Commissioners voting no; Commissioner Riggs absent; and no Commissioner not voting.

Thursday, August 21, 2003 – 9:40 A.M.  – Recessed Meeting

 

The special meeting, called on August 11, 2003 and the recessed meeting of August 19, of the Camden County Board of Commissioners reconvened on Thursday, August 21, 2003 at 9:40 A.M. in the County Manager’s Conference Room, Courthouse Complex, Camden.  The following members were present:

 

Chairman Jeff Jennings

Commissioners Melvin Jeralds, and J.C. Rountree

Ava Murgia, Clerk to the Board

 

Commissioners Riggs and Shaw were absent.

 

Chairman Jennings called the meeting to order and stated that the purpose of the special meeting was to reconvene the August 19, 2003 meeting.

 

CLOSED SESSION

 

Commissioner Rountree made a motion to go into closed session pursuant to G.S. 143-318.11(a)(6) for the purpose of discussing personnel.  The motion passed with Commissioners Jeralds, Rountree, and Chairman Jennings voting aye; no Commissioners voting no; Commissioners Riggs and Shaw absent; and no Commissioner not voting.  The Commissioners entered closed session at 9:45 A.M.

 

Commissioner Jeralds made a motion to come out of closed session and back into regular session.  The motion passed with Commissioners Jeralds, Rountree, and Chairman Jennings voting aye; no Commissioners voting no; Commissioners Riggs and Shaw absent; and no Commissioner not voting.  The Commissioners entered regular session at 10:05 A.M.

 

County Manager Position

 

Commissioner Rountree made a motion to re-advertise the vacant position of County Manager by contacting Robert Hester at the Institute of Government, County Lines and County Lines website, local employment security commission, Camden County website, cable access channel, and the Free Press, with applications submitted to the Clerk’s office by 3:00 P.M. on October 3, 2003.  The motion passed with Commissioners Jeralds, Rountree, and Chairman Jennings voting aye; no Commissioners voting no; Commissioners Riggs and Shaw absent; and no Commissioner not voting. 

 

ADJOURNMENT

 

There being no further items to come before the Commissioners at this time, Commissioner Jeralds made a motion to adjourn the meeting. The motion passed with Commissioners Jeralds, Rountree, and Chairman Jennings voting aye; no Commissioners voting no; Commissioners Riggs and Shaw absent; and no Commissioner not voting.

 

The meeting adjourned at 10:30 A.M.
